Default New ele skill

This is more of those 'fun' skills, kinda like IW...

Lightning Whip: 15e, 3s, 60r

For 10...58(74) seconds, you are enchanted with Lightning Whip. This spell only works if your weapon does lightning damage. While you are enchanted with Lightning Whip, you do 5...11(14)-10...22(26) damage. While you are attacking, you only have half the normal range. All spells cast by you only have half the normal range.

*NOTE: This spell will only do more damage than a normal wand at lvl 13 and higher of X element. (X) is the amount of damage/time with 16 Air Magic.

**If this were to be elite, there would be no cast area penalty (ie All spells cast by you only have half the normal range).

I think it would be a very fun skill to experiment with, and it might even help balance out the 'war vs ele' problem by making wanding actual do damage . This would come in every element, I just used air in my example. IMO i dotn think it should be elite, but since it would stack with conjure lightning it might be a little overpowered, maybe making it elite would be good, but the generic Shock/Burn/Freeze generic spells are kinda annoying, and i dont wanna make another trend like that. This would also work for earth magic, btw, just there is no conjure earth
